The National Institute of Special Pedagogy (PIPS) was founded on June 12, 1922 as a result of the merger of the Special Pedagogy Seminar (established by Maria Grzegorzewska on the model of the International Faculty of Pedagogy in Brussels, initially as a one-year Special Pedagogy Course, and in 1920/21 as a one-year Seminar) and the Phonetic Institute, headed by Titus Benni. Organizationally, PIPS was subordinate to the Ministry of Religious Affairs and Public Enlightenment of the Republic of Poland (MWRiOP). According to the statute, the basic task of the National Institute of Special Education was to educate and train professionally active teachers-tutors of primary and secondary schools in the following specialties: "deaf, blind, mentally handicapped, morally handicapped and disabled" and "conducting scientific research". In the first year, 26 students started their studies at the Institute. The teaching course lasted one year, after which the graduate received a provisional certificate. Only after writing a diploma thesis within the next year (conditionally extended to 3 years) and accepting it, the graduates received a diploma of a special school teacher.
