The Catholic University "Nuestra Señora de la Asunción" was conceived by the Catholic hierarchy of Paraguay as a higher education entity, at the end of the '50s. The previous works were ordered by the then Archbishop of Asunción and president of the Paraguayan Episcopal Conference (CEP), Monsignor Aníbal Mena Porta. In September 1959, in a plenary assembly, the CEP reaffirmed its right to found higher schools of education and the recognition of this right by the National Constitution of 1940, in force at that time.
