The Latin American and Caribbean University was created in January 1993 by the Latin American Parliament (Parlatino). With alternate offices in Brazil, Colombia and Panama. Its operation was authorized by the Law Approving the Headquarters Agreement between the Government of the Republic of Venezuela and the Latin American and Caribbean University, on August 20, 1999 . Incorporated as a member of the National Council of Universities (CNU), in October 2003, according to the Official Gazette of the Bolivarian Republic of Venezuela No. 37,801 dated 10/21/2003.
