The Technological University of the Andes began its operation by popular decision of the people of Abancay on September 23, 1978, with the name of Private University of Apurímac, made official by Law 23852 dated June 7, 1984, during the government of President Fernando Belaunde Terry. By virtue of the Creation Law, it is a higher, autonomous, democratic and decentralized educational institution, with legal status under private law and non-profit, created by the Abanquino people with the primary and unavoidable purpose of promoting sustainable human development and better conditions of cultural, economic and social life in this region and in the country, it provisionally operated until November 6, 1998, date from which it obtained the final authorization of operation by means of Resolution No. 025-98-ANR.
