The hochschule 21 (hs21) is a state-recognized private university of applied sciences in Buxtehude in Lower Saxony . The body responsible for hs21 is hochschule 21 gGmbH , whose shareholders are mainly regional chambers of industry and commerce, chambers of crafts, financial institutions, districts, cities and municipalities. The hs21 was founded in 2004 as a state-recognized private university of applied sciences and started its studies in the 2005/2006 winter semester. It is based on the Buxtehude site of the former Northeast Lower Saxony University of Applied Sciences , which was dissolved as part of the Lower Saxony state government's "university optimization concept". The protest in the region led to an initiative for private sponsorship based on the Private Public Partnership model in order to preserve Buxtehude as a university location.
